Transportation plays a key role in our daily lives allowing us to travel for business or pleasure and supporting the community’s economic activities. Together, the various modes of transportation create a network which is essential to the region’s growth and quality of life.

Jean Lesage International Airport (JLIA) is the regional, national and international access point to Central and Eastern Quebec and its most important transportation infrastructure, serving a population base of nearly 2 million. It is also a strategic economic tool which contributes to the development and growth of the region as a whole.

After taking control of the airport, Aéroport de Québec clearly stated its management philosophy to overcome a number of challenges and contribute to the development of Quebec City and the region. This philosophy led to the creation of a Mission and Vision Statement, and determined the main parameters for the airport’s development. Together, these factors define the airport’s role as well as its future development.

The Vision Statement outlines the development of the organization and infrastructure. This vision represents the core purpose of the airport and helps to prioritize investments, infrastructure expansion, development of services and daily operations initiatives. It also defines the guidelines within which strategic objectives and targets are measured.

Lastly, the vision includes social responsibilities, as air transportation is not only a means of travelling, but also a tool for the achievement of social and economic objectives.

Vision

TO BE THE AIRPORT HUB FOR AIR TRANSPORTATION IN EASTERN QUEBEC AS WELL AS A FIRST CLASS INTERNATIONAL AIRPORT OFFERING A VAST ARRAY OF SERVICES BASED ON QUALITY AND EFFICIENCY, LINKING QUEBEC CITY TO THE REST OF THE WORLD.

Aéroport de Québec’s mission is a concise description of its mandate and defines its corporate identity, its role in the community and its client relations. It is based on three principles: quality of management, development in partnership with the community and response to client needs.

Over and above its basic mission of offering safe, effective and financially viable airport services, Aéroport de Québec’s mandate also includes the addition of flights and carriers to its current schedule. The airport is committed to offering air services which promote communications and activities supporting the region’s economy, key sector economic activity and the achievement of the populations’ goals

Mission

TO EFFECTIVELY, SAFELY AND WITH VIABILITY MANAGE AND OPERATE JEAN LESAGE INTERNATIONAL AIRPORT BASED ON A STRONG AND INTEGRATED CLIENT APPROACH, AND DEVELOP THE AIRPORT TOGETHER WITH LOCAL ECONOMIC PLAYERS IN ORDER TO MEET THE NEEDS OF THE BUSINESS AND LEISURE CLIENTELE FROM CENTRAL AND EASTERN QUEBEC, AND THE NEEDS OF VISITORS FROM OUTSIDE THOSE REGIONS.

History

From the first hangars built in Sainte-Foy in 1929 on the grounds where Laval University’s Hospital (CHUL) is now located to the development of the airfield in L’Ancienne-Lorette in 1939 where it is said that the first military flight took place on September 11, 1941, the airport has gone through several development phases to become what it is today.

The first terminal for commercial air service opened on December 17, 1957. Canadian Pacific Airlines was already offering flights between Montreal, Quebec City, Mont-Joli and Sept-îles since 1943, but in 1955, Québecair and Trans Canada Airlines introduced the first scheduled commercial flights servicing Quebec City.

The following chart lists the highlights of Jean Lesage International Airport’s history until 2000.

Year Event
1929-38 Beginning of activities. The aerodrome is used for courier service in winter.
1939 The war breaks out and precipitates the development of an airfield in L’Ancienne-Lorette.
1941 Construction of the first hangars for the Royal Canadian Aviation Corps and the 8th observer school.
1943 Upgrading of airport installations (runway lights, taxiways, approach, etc.) and introduction of flights between Montreal, Quebec City, Mont-Joli and Sept-Îles by Canadian Pacific Airlines.
1945 The Ministry of Transportation takes over from National Defence.
1955-57 Beginning of Trans Canada Airlines and Québécair activities; ramps, loading areas and the first terminal are built. Operations begin on December 17, 1957.
1959 Installation of an instrument landing system, high intensity approach lightning, airport radar and airway surveillance system for air traffic control.
1964 Introduction of jet service.
1973 Construction of a new terminal.
1974 Extension of runway 06-24 to 7,500 ft.
1979 Extension of runway 06-24 to 9,000 ft.
1981 Construction of a new access road (main access road) and runway reinforcement.
1982-84 Expansion of terminal, vehicle parking lots and hardstands.
1988 Hardstands are upgraded.
1992 Runway 06-24 is completely rebuilt.
1993 Aéroport de Québec becomes Jean Lesage International Airport.
1994 Beginning of Jean Lesage International Airport redevelopment project.
1995 Extension of the INDIA taxiway into the general aviation zone.
1996 Inauguration of the terminal’s new international zone.
1997 Inauguration of the new air control tower and NAV Canada Aviation Complex.
2000 Rebuilding of the main access road and runway 12-30.
2000 Transfer of airport management responsibilities to Aéroport de Québec inc.

On November 1st, 2000, Transport Canada transferred Jean Lesage International Airport (JLIA)’s management, operations and development responsibilities to Aéroport de Québec inc.

Aéroport de Québec is a non-profit organization without share capital so any surpluses generated by Aéroport de Québec are reinvested in airport redevelopment projects to continually enhance the facility’s infrastructure and traveller services.

JLIA is part of the National Airport System (NAS). This network includes 26 airports which have been transferred and are deemed essential to the Canadian network of air transportation. RNA airports process about 94% of all passenger traffic in Canada. JLIA is located in the provincial capital. In 2005 more than 771,000 passengers passed through the gates at JLIA, an all time record. In 2005 JLIA was ranked 13th amongst Canadian airports.

About 10 airlines offer more than 300 scheduled flights weekly to many national and trans-order cities, as well as about 15 international charter flights to Europe and tropical destinations.

In accordance with its Vision and Mission Statement, Aéroport de Québec has adopted plans, programs and policies to ensure its financial viability, implement and enforce new security measures, maintain and renew its infrastructure and offer sustainable services.

For example, in 2004, Aéroport de Québec presented JLIA’s master plan for 2005-2025. The main objective of this plan is to outline the general direction for developing the various components of the airport during this period. It includes modernization, improvement and development projects, from the aeronautic zone to the grounds destined to commercial and industrial uses.

A direct result of this master plan is a major redevelopment program which will get under way in the next few years. Overall, more than 200 million $ will be invested over a 20-year period to develop JLIA’s infrastructure, including the terminal’s expansion evaluated at more than 65 million $.
